Senior Vice President of Legislative Affairs
As the senior vice president of Legislative Affairs for the American Trucking Associations. Ed Gilroy oversees and manages all aspects of ATA’s congressional affairs activities, including the development, implementation and communication of all legislative initiatives affecting the trucking industry. This is Gilroy’s second stint of service with the ATA. He previously worked in ATA’s Capitol Hill office as vice president of Legislative Affairs where he represented the industry before Congress and the federal government on matters relating to labor and employment, employee benefits and tax.
Prior to re-joining ATA last year, Gilroy served for 16 years as the director of workforce policy for the Republican members of the U.S. House of Representatives Committee on Education and Labor. In that role, he managed the committee’s workforce agenda, focusing on legislation affecting labor and employment, health care, pensions and welfare policy. Gilroy’s Congressional service also included time as a professional staff member for the Committee on Education and Labor; as well as legislative director for U.S. Rep. Rod Chandler (R-WA).
In the private sector, Gilroy has represented corporate clients on a wide range of employee benefit matters, involving both pension and health/welfare plans. He graduated from the University of Southern California with a B.S. in Public Affairs.
